ANC Report: Parking, Parking and More Parking, Or Not?

December’s Georgetown-Burleith Advisory Neighborhood Commission (ANC2E) meeting began with big congratulations for Executive Director Anna Noakes, who got engaged. Congrats! Here are minutes from the Dec. 8 meeting. Stay tuned for more in-depth stories based on these issues in the new year.
Crime
- The next item on the agenda, the police report, highlighted two assaults with a deadly weapon instances, two robberies and increased thefts, with no burglaries or significant car thefts.
- The National Guard’s role in crime enforcement was discussed, noting 100 arrests made since August.
Prosper DC
- The Prosper DC Plan was introduced by Council member Brooke Pinto in an effort to generate more economic opportunities for D.C. residents and businesses.
- The plan includes 23 new bills involving things like increasing affordability for residents, youth development and ways to bring more businesses to D.C.

MacArthur High School
- MacArthur High School’s needs were then discussed by Matthew Kennedy, assistant principal, including the importance of maintaining the school’s website, hardware and infrastructure.
- The city council has officially passed legislation to change the school’s name to John Thompson High School, and the big announcement and rollout will be happening in 2026. (The school mascot name will be “The Jaguars.”
- School radios are also needed and important around a big campus like MacArthur. The school’s current supply is insufficient.
- Intervention programs in reading and math could use more support.
OGB Review of Jelleff Park Proposal
- The Old Georgetown Board’s review of the most recent Jelleff proposal was given by Commissioner Chao.
- According to Chao, the OGB did take the comments that were submitted very seriously. The motion per the chair of the OGB was strongly encouraging that the Department of Parks and Recreation take all comments under consideration as they prep a final submission
- The revised concept should address things like paving, nighttime lighting, paving and more. You can read more on the proposal
K Street Protected Bike Lanes Project
- The ANC asked DDOT to give a Power Point on the status of the project.
- Construction is underway and will impact the area around K Street.
Updates from Friends of Book Hill
- The Triangle Park Project that was slated for across the street was ultimately canceled, with the money going into Book Hill instead.

Open Comment Period
- Attendees were then welcomed to bring up issues not on the agenda for the evening.
- Greg Galligan, a resident of Burleith, brought up an issue regarding parking cones. He said prominent residents have come into Georgetown in the past year, and have “taken to the liking of just putting up parking cones and no parking signs in Georgetown, aggravating an already tough parking situation in the neighborhood.”
- His mother is 81 years old and struggles to find parking. Is unaware this is legal to do.
- ANC is aware of parking issues and understands the frustration. Recommended best next step is to have a representative from the council’s office talk to the mayor’s office.
New Business:
- Two Nine Restaurant at 1218 31st St. NW applied for an application to serve alcohol. ANC will get settlement agreement signed before Dec. 15.
- Authorized request from Tony & Joe’s and Nick’s Riverside Grill to carry alcohol from one establishment to another on New Year’s Eve underneath a tent.
Parking, Parking and More Parking, Or Not?
- The ANC discussed the lack of parking enforcement.
- Businesses have complained about lack of parking.
- The ANC did ask the Department of Public Works for a list of data, and are interested in knowing:
- How many parking enforcement officers are assigned to the area?
- What streets are most impacted?
- How many visitor passes are being issued?
- There is no updated data as of now on the number of residential parking permits held within the ANC.
- The ANC also explored the possibility of guest parking options, including resident only parking on certain blocks.
- Most agreed that the parking situation in Georgetown has gotten worse over the last two years with issues like construction companies taking up multiple spots and the city’s lack of enforcement for the two-hour parking limit in Georgetown.
- The ANC will provide updates on this ongoing issue as they happen.
Streateries
- On Dec. 2, there was an emergency vote by the D.C. Council regarding streateries.
- All streatery permits that were supposed to be reviewed on Dec. 18’s public space meeting, although still on the agenda, are not going to be reviewed due to the new set of guidelines.
- ANC is awaiting new date for review of streatery permits.
- It was discussed how many are opposed to streateries in the area and how they take away parking.
- Changes include reducing streatery costs from $20 per square foot down to $15.
- Council said those seeking exceptions to streatery rules would not be permanent.
- Bottom line is, ANC has more to learn on the new streatery guidelines.
