Investigator Wayne David Dies in Line of Duty; $60K Reward for Info on Suspect


Here are a few of the latest reports from the Metropolitan Police Department.

The Metropolitan Police Department is deeply saddened to announce the Aug. 28 death of Investigator Wayne David after he was injured attempting to recover a firearm from a storm drain when it discharged.

Other officers immediately began providing care and he was transported by the Metropolitan Police Department’s helicopter to an area hospital, where he later died.

Investigator David is a 25-year veteran of the Metropolitan Police Department. He joined MPD in December 1998 and was assigned to the Third District after he graduated from the police academy. In November 2007, Investigator David went to the Gun Recovery Unit. He was then assigned as an investigator in the Violent Crime Suppression Division in 2021. Investigator David’s commitment and dedication to the Metropolitan Police Department and the District of Columbia will never be forgotten.

MPD’s Family Support Team is coordinating with the family and more information regarding arrangements will be forthcoming.

“Our hearts are heavy after the tragic loss of one of our own,” said Chief of Police Pamela A. Smith.  “For more than 25 years, Investigator David dedicated his life to protecting and safeguarding the District of Columbia and was the epitome of a great officer. He served with passion and honor and had the utmost respect of his peers. I will be forever grateful for Investigator David’s service to the Metropolitan Police Department.”

Suspect Wanted in Weapon Offense; Reward Increased to $60,000

The Metropolitan Police Department is asking for the community’s assistance in locating a suspect wanted for a weapons offense. MPD, FBI, ATF and the U.S. Marshals Service have joined together to offer a reward of up to $60,000 for information in this case.

On Wednesday, August 28, at approximately 5:40 p.m., officers from our Robbery Suppression Unit were canvassing the area of the 4500 block of Quarles Street, Northeast, when they saw a man exit a suspicious vehicle. Officers attempted to make contact with the man, but he fled.

Officers witnessed the man run towards I-295 southbound and jump down from a retaining wall. Moments later, officers were able to see the man place a firearm in a storm drain. The man fled the area on the back of a motorcycle. The operator of the motorcycle has been identified and located.

During the investigation, officers went to the storm drain to recover the firearm. While one of the officers was attempting to retrieve the firearm as evidence, the gun discharged striking Investigator Wayne David. Other officers immediately began providing care and the officer was transported by the Metropolitan Police Department’s helicopter to an area hospital, where he later died. The Metropolitan Police Department asks that you keep the officers’ family in your thoughts and prayers.

Detectives have identified the suspect who discarded the firearm as 27-year-old Tyrell Lamonte Bailey. He is described as 5’6’’ and around 180 lbs. and has tattoos on the entire length of both arms. Bailey is wanted on a D.C. Superior Court arrest warrant for Unlawful Possession of a Firearm.

The Metropolitan Police Department is offering a reward of up to $20,000 to anyone who provides information that leads to arrest and conviction in this case. In partnership with MPD, the FBI Washington Field Office is offering an additional $20,000, the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) Washington Field Division is offering an additional $10,000, and the United States Marshals Service is offering an additional $10,000, bringing the total possible reward amount up to $60,000 for information which leads to the arrest and conviction of the suspect in this case. Anyone with information about this case is asked to call the police at 202-727-9099. Additionally, anonymous information may be submitted to the department’s TEXT TIP LINE by sending a text message to 50411. This case is currently being investigated by detectives from the Metropolitan Police Department’s NIBIN Investigations Unit, which includes agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives and the United States Marshals Service.

Arrest for Destruction of Property on Dumbarton Street

MPD Searching for Suspects in Burglary on Wisconsin Avenue

The Metropolitan Police Department is asking for the community’s assistance in identifying suspects who burglarized a business in Northwest.

On Thursday, August 22, 2024, at approximately 4:11 a.m., the suspects forcibly entered an unoccupied business in the 1400 block of Wisconsin Avenue, Northwest. Once inside, the suspects took property and then fled the scene.

MPD Warns of Police Impersonator Phone Scam

The Metropolitan Police Department is warning the public of a phone scam.

Scammers impersonated members of MPD and claimed they risked imminent arrest. The scammer may ask the victims for additional information or advise them to turn themselves into police.

If you happen to receive unsolicited phone calls similar in nature:

  • Don’t feel pressured to act. Scammers may have some public information about you (like your name and address), but that does not mean they are legitimate. Verify by contacting the appropriate agency directly using customer service info on their public websites.
  • MPD will never demand payment by phone. Do not share your credit card number, personal information, or other financial information. Do not wire transfer money or transfer funds to anyone you do not know.
  • Share what you know with others. By telling your friends and family members about the scam, you can help protect your community.

We remind the public that, The Metropolitan Police Department will never solicit anyone for monetary funds, bank information, or social security numbers.

MPD Investigating Fatal Motorcycle Crash

The Metropolitan Police Department is investigating a fatal crash involving a motorcycle in Northwest.

On Sunday, August 25, 2024, at 3:27 a.m., a driver operating a Suzuki GSX motorcycle without a helmet, was traveling westbound in the 1000 block of U Street Northwest, at a high rate of speed. The motorcyclist approached the intersection of 11th and U Streets with a red signal. At the same time, a black Toyota RAV4 was traveling northbound in the 1900 block of 11th Street, Northwest, and had a green signal at U Street. The motorcycle entered the intersection and collided with the front of the Toyota.

The motorcyclist was transported to a local hospital, where he was pronounced dead. The decedent has been identified as 30-year-old, William Edwards Jr., of Southeast, D.C.

The vehicle driver remained on the scene and cooperated with police.
