The Consolidated Appropriations Act, 2023 (H.R. 2617) authorized the Georgetown African American Historic Landmark Project to establish a commemorative work on Federal land in the District of Columbia and its environs to commemorate the enslaved individuals who endured the Middle Passage. District of Columbia delegate, Congresswoman Eleanor Holmes Norton, introduced and championed the bill, originally H.R. 4009.
