Public Safety: Mayor’s Initiatives, MPD Newsletter’s Solace, Latest Crime


While many D.C. residents view crime in the nation’s capital fatalistically – after all, what is to be done about the daily drumbeat of carjackings, shootings, and stickups? – the Metropolitan Police Department (MPD) and Mayor Bowser have taken recent steps to address the District’s scourge of violent law-breaking, a focus of national attention in light of Congress’s votes of disapproval against the D.C. Council’s criminal code revisions and recent police reform measures. 

On April 9, MPD relayed a curious press release on their website from the Office of the Mayor regarding an open house event the next day promoting Mayor Bowser’s efforts to stimulate “economic mobility,” “to support housing” opportunities, and to rejuvenate the District’s downtown area. Hosted by the mayor’s office, the Department of Housing and Community Development (DHCD) and the Department of Human Services (DHS), the event was held at a District-owned home in Northeast which would “soon become available for sale to a low-income first-time homebuyer.” While the open house served to promote the mayor’s “Fiscal Year 2024 Fair Shot” budget, it signaled her intentions to tackle issues of homelessness and crime through active measures to lift vulnerable D.C. residents out of poverty. According to ABC News 7, “Ward 5 ANC Commissioner Kathy Henderson, who attended the ceremony in the 800 block of 19th NE, said it’s a way to help decrease crime in the Langston Carver neighborhood which has more than its share. This comes as the city’s seen a 24 percent increase in homicides over this time a year ago, as well as a 17 percent jump in carjackings.”

Meanwhile, MPD’s Victim Services Branch issued on April 11 the spring 2023 issue of their proactive quarterly newsletter “Empower!,” designed to provide helpful information, support and solace to “families affected by violence” in the District. The quarterly is “one effort to enhance communication with you,” the newsletter’s blurb assures readers. And, not only can communication “work wonders” when “implemented effectively,” but it “reduces barriers,” “increases opportunities for understanding,” and “gives a sense of control in an otherwise out-of-control situation.” In this issue, families affected by violence can find announcements about National Crime Victims’ Rights Week, April 23-29, training information to prevent child sexual abuse, activities for National Sexual Assault Awareness Month (SAAM) in April, and DC Superior Court’s Crime Victim Compensation Program.

12-Year-Old Arrested and Charged with String of Offenses in Northwest

Difficult as it might be to imagine, a “12-year-old juvenile male of Southeast, D.C. was arrested April 15 and charged by MPD for the following string of offenses in Northwest, D.C., per an MPD press release of April 16. They include: 

Armed Robbery (Gun)

  • On Saturday, March 25, 2023, at approximately 11:12 pm, the suspects exited vehicles in the 1200 block of 11th Street, Northwest.  The suspects approached the victim and one of the suspects brandished a handgun while the other suspects forcibly entered an establishment.  Once inside, the suspects assaulted an employee and took property.  The suspects then fled the scene in vehicles.  Other charges related to this offense: Burglary Two, Simple Assault, and Destruction of Property.  Third District: 23-046-505 
  • On Friday, April 14, 2023, at approximately 3:32 pm, the suspects entered an establishment in the 1200 block of 11th Street, Northwest.  One of the suspects brandished a handgun.  The suspects took property then fled the scene.  On Friday, April 14, 2023, a 14-year-old juvenile male was arrested by responding officers.  Third District CCN: 23-058-080

Burglary Two

  • On Monday, February 20, 2023, at approximately 11:14 pm, the suspects forcibly entered an establishment in the 1200 block of 11th Street, Northwest.  Once inside, the suspects took property then fled the scene.  Third District CCN: 23-030-694

Theft Two

  • On Saturday, February 25, 2023, at approximately 7:30 pm, the suspects entered an establishment in the Unit Block of Dupont Circle, Northwest.  The suspects took property then fled the scene.  Second District CCN: 23-030-694 
  • On Tuesday, February 28, 2023, between 2:56 pm and 4:12 pm, the suspect broke a lock that was securing an electric scooter in the 700 block of 9th Street, Northwest.  The suspect then fled the scene with the scooter.  First District CCN: 23-032-233 
  • On Tuesday, March 21, 2023, at approximately 3:26 pm, the suspects entered an establishment in the 5000 block of Connecticut Avenue, Northwest.  The suspects took property then fled the scene in a vehicle.  Second District CCN: 23-043-910

MPD Crime Reports

On April 15, detectives from MPD’s First District requested public assistance in locating a suspect in an “Assault with Intent to Kill (Knife)” offense that occurred on Friday, April 14 in the 400 block of 2nd St. NW. “At approximately 11:13 p.m., the victim was located at the listed location suffering from apparent stab wounds. DC Fire and Emergency Medical Services responded to the scene and transported the victim to an area hospital for treatment of life-threatening injuries,” MPD said. “The suspect was captured by surveillance cameras and can be seen in the photos below:

 

 

 

 

 

 

 

 

On April 15, detectives from MPD’s Third District announced an arrest in reference to an “Armed Robbery (Gun) offense” that occurred on Friday, April 14 in the 1200 block of 11th Street NW. At approximately 3:32 p.m., the suspects entered an establishment at the listed location. One of the suspects brandished a handgun and took property. The suspects then fled the scene. One of the suspects was apprehended by responding officers,” MPD said. “On Friday, April 14, 2023, a 14-year-old juvenile male, of Northwest, DC, was arrested and charged with Armed Robbery (Gun).”

On April 14, detectives from MPD’s Sexual Assault Unit announced an arrest in offenses that occurred in the 3300 block of Mount Pleasant Street NW. “On Thursday, April 13, 2023, 54-year-old Derrick Jones, of Northwest, DC, was arrested and charged” with the followig offenses: 

Lewd, Indecent, and Obscene Acts

  • On Thursday, April 6, 2023, at approximately 8:50 am the suspect exposed himself to the victim and then fled the scene. CCN: 23-053-226

  • On Wednesday, April 12, 2023, at approximately 8:20 am the suspect exposed himself to the victim and destroyed the victim’s property. The suspect then fled the scene. CCN: 23-056-572

Misdemeanor Child Sexual Abuse, Lewd, Indecent, and Obscene Acts, Threats to Do Bodily Harm

  • On Thursday, April 13, 2023, at approximately 7:45 am the suspect exposed himself near a school, in the presence of children. An adult victim confronted the suspect, who threatened the victim. The suspect was apprehended by responding officers. CCN 23-057-271

On April 24, detectives from MPD’s Second District requested public assistance in locating a suspect in reference to an “Assault with a Dangerous Weapon (Knife) offense” that occurred on Thursday, April 13, 2023, in the 3100 block of Wisconsin Avenue, Northwest. “At approximately 6:42 a.m., members of the Second District responded to the listed location for the report of a stabbing. Upon arrival, members located an adult male stabbing victim. On April 14, MPD announced arrests in recent Unauthorized Use of a Vehicle and Theft One (Stolen Auto) offenses in Northwest. They include:

  • 25-year-old Romell Levy, of Southwest, DC, and 20year-old Deandre Scott, of no fixed address, were arrested for an Unauthorized Use of a Vehicle offense that occurred at 4th Street and New York Avenue, Northwest. CCN: 23-054-726
  • 41-year-old Milton Douglas, of Northwest, DC, was arrested for a Theft One (Stolen Auto) offense that occurred in the 1700 block of Johnson Avenue, Northwest. CCN: 22-187-617
  • 18-year-old Jalen Burroughs, of Northeast, DC, and a 17-year-old juvenile male, of Northwest, DC, were arrested for an Unauthorized Use of a Vehicle offense that occurred in the 2300 block of Georgia Avenue, Northwest. CCN: 23-057-016

On April 14, detectives from MPD’s Homicide Branch announced an investigation into a suspected homicide that occurred on Friday, April 14 in the 200 block of V St. NW. “At approximately 2:47 a.m., Third District officers responded to the listed location for the report of a shooting,” MPD said. “Upon arrival, officers located a juvenile male shooting victim inside of residence. DC Fire and Emergency Medical Services responded to the scene and after finding no signs consistent with life, the victim remained on the scene until transported to the Office of the Chief Medical Examiner. The decedent has been identified as 16-year-old Mylaki Young, of Northwest, D.C.” 

On April 13, detectives from MPD’s Third District requested public assistance in locating a suspect in reference to an “Armed Robbery (Gun) of an Establishment offense” that occurred on April 12 in the 1300 block of 13th St. NW. “At approximately 6:15 am, the suspect entered an establishment at the listed location,” MPD said. “The suspect brandished a firearm and demanded money from the cash register. The employees complied and the suspect took money from the cash register then fled the scene. On April 13, detectives from MPD’s First District requested public assistance in identifying a suspect in a “Burglary One offense” that occurred on March 31 in the 400 block of I Street NW. “At approximately 9:51 p.m., the suspect entered an occupied residence at the listed location. On April 12, detectives from MPD’s Third District requested public assistance in identifying and locating suspects in reference to a “Felony Assault offense” that occurred on April 2 in the 900 block of U St. NW. “At approximately 9:37 pm, the suspects and the victim were involved in an argument at the listed location,” MPD said. “During the argument, the suspects began to assault the victim. The suspects then fled the scene. On April 9, detectives from MPD’s Fourth District requested public assistance in locating suspects in reference to an “Armed Carjacking offense” that occurred on April 1 in the 1100 block of Geranium St. NW. “At approximately 3:46 p.m., the victim was operating a ride share vehicle with the suspects inside at the listed location,” MPD said. “The suspects brandished handguns and demanded the victim exit the vehicle. On April 7, detectives from MPD’s Youth and Family Services Division announced an arrest in reference to First-Degree Child Sexual Abuse offenses that occurred in the 1400 block of Columbia Rd. NW. “Between August 2022 and February 2023, the suspect engaged in sexual acts with children. The victims and the suspect knew each other. On Thursday, April 6, 2023, pursuant to a DC Superior Court arrest warrant, 19-year-old Luis Quevedo, of Northwest, D.C., was arrested and charged with two counts of First-Degree Child Sexual Abuse,” MPD stated.

MPD’s ‘Weekly Firearm Recoveries’ Report, April 3 – 10

In their “Weekly Firearm Recoveries” report for April 3 – 10, MPD announced 65 firearms taken off the streets. Of the 41 listed ages of arrestees, 9 were teens, 15 were in their early twenties. Incidents in Northwest, D.C. include:
