Crime & Safety: River Death, Card Skimming, Sexual Assault

•The following are selections from news reports and alerts from the Metropolitan Police Department on crimes and safety issues over the last two weeks.
WUSA9 reported: “A woman has died at the hospital after being pulled from the frigid waters of the Potomac River on Saturday night, April 13. First responders are still trying to figure out how the woman ended up in the water. DC Fire and EMS responded to the 3000 block of Water Street Northwest for a report of a water rescue just before 8 p.m. Responding crews used a boat near the Georgetown Waterfront to get the woman out of the water. The woman, who has not been identified, was taken to the hospital with injuries described as serious and life-threatening. On Sunday morning, authorities told WUSA9 the woman had died.”
MPD Seeks Suspects Who Have Placed Card Skimming Devices in Establishments
Detectives from the Metropolitan Police Department’s Financial and Cyber Crimes Unit seek the community’s assistance in identifying and locating suspects who used card skimming devices in Establishments in the District.
In the below offenses, a skimmer was located, inside of an establishment, by an employee. MPD responded to the locations and seized the card skimmer as evidence.
- On Monday March 25, 2024, at approximately 11:27 a.m., in the 1200 block of 1st Street, Northeast. CCN: 24044826
- On Monday, April 1, 2024, at approximately 11:13 a.m., in the 400 block of M Street, Southeast. CCN: 24048603
- On Wednesday, April 10, 2024, at approximately 9:39 p.m., in the 1800 block of Wisconsin Avenue, Northwest. CCN: 24053902
- On Wednesday, April 10, 2024, at approximately 10:25 p.m., in the 4500 block of 40th Street, Northwest. CCN: 24053928
- On Friday, April 12, 2024, at approximately 9:54 a.m., in the 1700 block of Corcoran Street, Northwest. CCN: 240054703
MPD reminds the public to be mindful before making card transactions. Always:
- Make sure the device isn’t able to be moved or budges when touched.
- Compare your machine to the one next to you, if applicable.
- Check the alignment of the card reader and the panel underneath it.
- Look inside of the card reader before inserting your card.
- If you see or suspect a card skimmer, please contact police immediately at 911.
- Notify your bank immediately if you suspect you have been a victim of card skimming.

MPD Seeks Suspect in a Fatal Stabbing in Northwest
Detectives from the Metropolitan Police Department’s Homicide Branch seek the community’s assistance in identifying and locating a suspect in a fatal stabbing in Northwest.
On Thursday, April 4, 2024, at 11:12 p.m., Fourth District officers responded to the 3000 block of Georgia Avenue, Northwest, for the report of a person down. On scene officers located a man suffering from a stab wound. DC Fire and EMS responded to the scene and after all life-saving measures failed, the man was pronounced dead.
The decedent has been identified as 45-year-old Marcus Boatwright, of no fixed address.

MPD Arrests Suspect for Robbery in Shaw
Detectives from the Metropolitan Police Department Third District announce the arrest of a man for a robbery that occurred in Shaw.
On Wednesday, April 11, 2024, at 9:00 a.m., the victim was entering a metro station in the 1800 block of 7th Street, Northwest, when the suspect approached the victim and began assaulting her. The suspect stole property from the victim and fled on foot. A short time later responding officers apprehended the suspect.
As a result of the detective’s investigation, 40-year-old Lemuel Martin Staves III, of Southeast, was charged with Robbery and Threats to do Bodily Harm.
Arrest Made in a Burglary One and Sexual Abuse Offense
Detectives from the Metropolitan Police Department’s Sexual Assault Unit announce the arrest of a man for a Burglary One and Sexual Abuse offense that occurred at a residence in the 1700 block of Columbia Road, Northwest.
On Thursday, April 11, 2024, at 3:50 a.m., the victim reported the suspect had unlawfully entered their residence and had engaged in unwanted sexual acts with the victim. The suspect fled the residence on foot. Responding officers were able to locate and arrest the suspect.
As a result of the detective’s investigation, 33-year-old Tremayne Anthony Thompson, of Northwest, was charged with Second Degree Sex Abuse and Burglary in the First Degree.
MPD Arrests Woman After Barricade at the Westchester
Detectives from the Metropolitan Police Department’s Second District have arrested a woman who threatened and pointed a gun at officers during an eviction.
On Wednesday, April 10, 2024, at approximately 11:53 a.m., members of the US Marshals Service were attempting to evict the woman from her apartment, in the 4000 block of Cathedral Avenue, Northwest. The Marshalls knocked on the woman’s door and announced they were there to serve an eviction. The woman threatened the Marshals saying she would shoot them. MPD Officers responded to the apartment building and declared a barricade.
MPD’s Emergency Response Team responded to the scene. On two occasions during the barricade, the woman brandished a firearm and pointed it at officers. Officers were able to safely place 59-year-old Camille Ceasar of Northwest, D.C. under arrest for two counts of Assault on a Police Officer and Threats to Kidnap or Injure a Person.
A handgun and multiple rounds of ammunition were recovered from the apartment.
MPD Arrests Serial Business Burglar
Detectives from the Metropolitan Police Department announce the April 10 arrest of a serial business burglar in Northwest D.C.
As a result of the detectives’ investigation, 25-year-old Harris Baylin, of no fixed address, was charged with the below offenses that occurred in the District:
- Burglary Two of an Establishment: On Thursday, April 4, 2024, at 10:53 p.m., the suspect forcefully entered a business in the 3800 block of 14th Street, Northwest. The suspect took money and fled the scene. CCN: 24050727
- Burglary Two of an Establishment: On Friday, April 5, 2024, at 5:28 a.m., the suspect forcefully entered a business in the 3900 block of 14th Street, Northwest. The suspect took money and fled the scene. CCN: 24050621
- Destruction of Property, Unlawful Entry: On Friday, April 5, 2024, at 9:40 a.m., the suspect forcefully entered a business in the 3700 block of Georgia Avenue, Northwest, but did not take anything. CCN: 24050682
- Burglary Two of an Establishment: On Friday, April 5, 2024, at 4:27 p.m., the suspect forcefully entered a business in the 3100 block of Georgia Avenue, Northwest, stole property, and fled the scene. CCN: 24051283
- Destruction of Property: On Saturday, April 6, 2024, at 10 p.m., the suspect shattered a glass door and window of a business in the 3800 block of 14th Street, Northwest. CCN: 24051583.
- Second Degree Theft: On Monday, April 8, 2024, at approximately 6 p.m., the suspect attempted to open the door of a religious institution in the 4000 block of 17th Street, Northwest. The door was locked, so the suspect stole multiple nearby packages. CCN: 24052595

Man Arrested for an Attempted Sexual Assault
Detectives from the Metropolitan Police Department’s Sexual Assault Unit announce a man has been arrested for attempting to sexually assault a victim inside of an apartment in the 3900 block of Davis Place, Northwest.
On Saturday, April 6, 2024, the suspect and the victim were inside an apartment at the listed location. The suspect brandished handgun (later determined to be a replica handgun) and attempted to engage in a forced sex act with the victim. When the victim refused, the suspect forced the victim to remain in the apartment. On Sunday, April 7, 2024, at approximately 2:20 p.m., the victim was able to flee the apartment and call the police. Responding officers attempted to convince the suspect to voluntarily exit his residence but the suspect refused. Officials on the scene declared a barricade and requested additional resources. At approximately 9:49 p.m., the suspect agreed to open his door and he was placed under arrest.
On Sunday, April 7, 2024, 38-year-old Charles Thompson Jr, of Northwest, DC, was charged with Assault with Intent to Commit First Degree Sexual Abuse, Kidnapping, and Assault with a Dangerous Weapon (Gun). The replica handgun was recovered.
MPD Searching for a Man in a Third-Degree Sexual Abuse
Detectives from the Metropolitan Police Department’s Sexual Assault Unit seek the public’s assistance in identifying and locating a man who assaulted a woman in the 3500 block of Whitehaven Parkway, Northwest.
On Saturday, March 30, 2024, at approximately 4:35 p.m., the suspect pushed the complainant to the ground and assaulted her in a sexual manner. The suspect then fled the scene.
